[JimsJobs] MY CLIENT NEEDS Project Manager with Oil and Gas Domain for Houston, TX

 

POSITION:  Project Manager

LOCATION:  Houston, TX

LENGTH of CONTRACT:  6 months with the possibility for extension

Roles and Responsibilities: Sr. PM required, with knowledge of refinery accounting, yield accounting, and a high capacity to learn systems and processes in use. PM will manage 3 full-time Business Analysts and support the work of part-time Application Specialist(s), Data and Solution Architects, Infrastructure Lead, and business resources as required. Application Vendor engagement may also be required. PM will report to a Programme Manager, and a Steering Committee & Sponsor

 

Background: GSAP will be deployed for Fuels US in 2014. OAS is the GSAP connected target application for Fence Handing and Refinery Mass Balancing that will replace SHARE at 6 refineries and be deployed as a new instance at the St Rose bitumen plant. Four other applications will also be replaced by OAS: PROM (movement reconciliation) used by refineries and chemical plants, ALMS (jetty scheduling and demurrage data capture) used by refineries, chemical plants, and marketing terminals, TRAYS (rail car order processing and tracking) used by Port Arthur refinery, and CTS (custody transfer system & logistics functions) used by Norco refinery and chemical plant.

Purpose: Initial GSAP testing cycles begin in mid-2013. In order to be ready as possible, additional time and effort is needed to properly document and address the OAS interfaces, data connections, and process changes. Scope: Document and Identify the Interfaces and Data Flows for the applications being replaced by OAS: SHARE (fence handling & refinery mass balancing), PROM (movement reconciliation), ALMS (jetty scheduling and demurrage data capture), TRAYS (rail car order processing and tracking), and CTS (custody transfer system & logistics functions). Identify process possible changes required when GSAP is deployed Key Requirements: Document and Identify the Interfaces and Data Flows for the applications being replaced by OAS: SHARE (fence handling & refinery mass balancing), PROM (movement reconciliation), ALMS (jetty scheduling and demurrage data capture), TRAYS (rail car order processing and tracking), and CTS (custody transfer system & logistics functions).

Deliverables: Complete applicable project start-up Project Delivery Framework (PDF) documents Stage Gate 0 & 1 Items Confirm Scope Further Develop Action Plan and Resource Plan and Cost Estimates Establish Project Dependencies with GSAP Timelines Review Previous Deployments - Lessons Learned - Best Practices Stage Gate 2 Items Identification and confirmation of interfaces and data flows for the applications being replaced by OAS. Document and Confirm the As-Is models Establish the To-Be models and Perform Gap Analysis Interface & Integration Review Establish Data Flows and Data Dependencies Requirements Management - Capture and Definition - Reviews and Walkthroughs Initial engagements with Solution and Data Architecture Business Process Reviews Applications being replaced by OAS: SHARE (fence handling & refinery mass balancing) PROM (movement reconciliation) ALMS (jetty scheduling and demurrage data capture) TRAYS (rail car order processing and tracking) CTS (custody transfer system & logistics functions) These efforts will lay the groundwork for the eventual OAS and GSAP deployments. Since many applications are being replaced and the ERP upgraded, site engagements are critical to solicit input and participation as well as insure buy-in.
