Project:
The project for which this position is required is a portal that will have both business-to-business and business-to-consumer functions. The portal will interact with the agency's "AWARE" case management system to obtain presentation data, update case information, and manage case attachments.
Position Responsibilities:
The business analyst will be responsible for assisting the Project Manager in defining the project plan, gathering and documenting requirements (functional, non-functional, environmental), working with agency business personnel to define success and quality parameters, develop reporting and notification specifications, defining and managing User Acceptance Testing (UAT), and contributing significantly to end-user documentation.

· Data flows
- Workflows
• Help structure and size the project
• Identify elements of success
• If we use Agile, act as Scrum Master
• Lead User Acceptance
• Coordinate / author user documentation
The plan is to extend this position through FY 2016
General Position Description:
The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.
Years of Relevant Experience:
7 plus years
Preferred Education:
4 year college degree or equivalent Business Analyst; IIBA-certification a plus, but optional
Role Description:
Would prefer candidate with Agile project (e.g., scrum master) and experience building portal.
Required:
- 7 years - Oral and written communication
- 7 years - Ability to translate business requirements to technical requirements and vice versa
- 7 years – Identifying and clearly describing business functions to be supported by the portal through Use cases, Data flows, Workflows
- 7 years - Leadership; ability to facilitate requirements gathering sessions
- 7 years - Collaboration; ability to arrive at consensus
- 7 years - Identify Key Performance Indicators (KPIs) / Success Factors for the project
- 7 years - Technical and business documentation authoring and / or coordinating
- 7 years - Microsoft Office suite; especially MS Outlook for meeting management, Visio
- 5 years - Experience in building business-to-business portal
- 3 years - Experience in building business-to-consumer portal
- Experience in report specification: purpose, justification, attributes and columns
- 1 year - BA working with SharePoint (2013)
Nice to Have:
- Experience in vocational rehabilitation (VR) or social services
Desired:
- 5 years Structure and lead user acceptance testing
Highly Desired:
- 2 years - Scrum master
- 2 years - Project management experience
