Position Summary:

 

Lead all phases of programs (product concept, systems design, development and manufactures) for industry-leading open systems, for critical industrial, DoD and Intelligence applications.

 

Keys to this Role:

 

1)    Bachelor of Science Degree in Engineering or related field; Master’s Degree preferred

2)    10+ years of experience with product development at least 3 years direct program management experience required.

3)    Relevant experience as a program manager servicing DoD industry

4)    Experience in managing $200K-$5M + projects/programs

5)    Secret Level Clearance

6)    Must be a US Citizen

 

Position Responsibilities:

 

·          Responsible start with working with the customer and IRAD teams and include all aspects from development from proposal kick-off through after-market support. Lead company resources for planning, and execution, of market and customer focused programs from design phase through deployment. Identifies and communicates program scope and ensures business and customer objectives are met. Ensures timely and effective communication between all parties occur. Coordinates schedules, manages risk, budgets, and assigns tasks while insuring business processes and the product architecture are followed. Keeps stakeholders informed of key issues and changes which may impact expected results.

·          Develops a statement of work and plan for the program.

·         Develop and implement plans and schedules to execute contracts/subcontracts. Allocate and control contract budgets for labor, material, travel and purchased services. Report program status to senior management

·         Formally identify, assess, monitor and mitigate risk throughout the program life cycle. Develop and implement corrective action plans when deviations from scope, budgets and/or schedules are evident.

·          Defines technical scope, capability and details of program requirements, customer needs and organizations deliverables. 
Surfaces and tracks all required customer deliverables within organizations cross functional teams.

·          Obtains and manages the necessary cross functional resources required to complete the program. Drives to maximize corporate resource utilization.

·          Handles requests from senior management, sales, pre and post-sales support, manufacturing, or customers to ensure the program's progress and success.

·          Oversees the requirements of the account to ensure meeting customer commitments for schedules and deliverables.

·          Identifies and resolves critical issues, such as product delivery delays, and changes to customer requirements to ensure customer satisfaction.

·          Manages to quarterly revenue and cash flow goals, and percentage of completion milestones.

·          Contributing member on capture/proposal team.

·         Actively seek new business opportunities in coordination with Business Development.

·         Prepare for and participate in contract/subcontract negotiations.

·          Ensure adherence to all government regulatory guidance while representing the Company’s interests.

·          Perform variance analyses of schedule and cost on a formal and informal basis and present them to senior management (i.e.: earned value management system).

·          Serve as the primary interface with the customer on all matters involving contract execution.

Required Skills and Competencies:

 

·         Bachelor of Science degree in Engineering or related field; Master's Degree preferred.

·         10+ years of experience with product development at least 3 years direct program management experience required.

·          Experience in managing $200K - $5M + projects/programs.

·          Relevant experience as a program manager servicing DoD or high tech industry.

·          Solid leadership and management skills, particularly “influence management” and “conflict resolution”.

·          Experience throughout the program lifecycle from development through production: proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement efforts including implementation for cost reduction and performance improvement efforts.

·          Demonstrated success in managing manpower planning, project reviews, scheduling and budget control.

·          Must have strong analytical ability.

·          Ability to communicate effectively with customers.

·          Intermediate knowledge of program scheduling tools, such as MS Project.

·         Intermediate level of experience with MS-Word, MS-Excel and MS-PowerPoint.

·         Ability to obtain US Secret clearance; current active clearance preferred.

·         Contract negotiation experience.

·         Knowledge of EVMS.

·         Systems Engineering background
