Job Summary
Robert Half is seeking a Health Care Compliance/Benefits Analyst to join our Benefits team in the Human Resources department. The Specialist will work closely with the Benefits Director to ensure the company-sponsored health plans are administered according to applicable regulations, policies and procedures. The Specialist will be responsible for all regulatory compliance standards relating to health care benefits, especially the Affordable Care Act (ACA). The Specialist must have in-depth knowledge of ERISA, ACA, COBRA, Medicare, HIPAA, and other state or local regulations affecting health care programs. The Specialist is required to stay abreast of changes and upcoming regulations, analyze the impact to the benefit programs, and communicate to various business units in the organization. She/he will work cross- functionally to provide requirements in support of the implementation and establish processes and procedures for ongoing administration to ensure compliance.
Specific responsibilities include:
• Keep up-to-date with health care related laws, ongoing developments or upcoming regulations.
• Conduct analysis and impact of new laws or changes in regulations such as ACA to different employee categories such as temporary employees, part-time, full time within a complex organizational and divisional structure.
• Communicate and work cross-functionally to ensure various departments and management levels are informed about the upcoming changes, proposed or final regulations. Work with the communication team, managers and business partners to create, implement, and update policies, FAQ, check lists, training presentations and other related communication materials.
• Participate in the implementation as a subject matter expert and provide guidance and advice to ensure health care benefit administration and policies are in compliance.
• Be a liaison with Legal and consultants to provide answers and address concerns or needs from various business units.
• Work closely with manager to form sound recommendations for approval from senior management and executives.
• Timely respond to escalations and inquiries from the DOL, HHS, or other governmental agencies and other complex issues.
• Responsible for health care related filings and disclosure requirements such as ACA reporting, fees, Medicare notices, SBC, etc.
• Research, analyze, evaluate and make recommendations for changes using internal data, market trends and best practices.
• Perform additional duties as assigned.
Qualifications:
• Bachelor���s degree and 5+ years��� of health benefits experience required.
• Working experience with health care carriers and TPA is a plus.
• Subject matter expert in health care policies and regulations (ERISA, ACA, HIPAA, etc.).
• Project management experience is desirable.
• Strong analytical skills and proficient in computer skills, particularly Microsoft Office (Excel, Word, PowerPoint, etc.), PeopleSoft and ADP preferred.
• Strong oral and written communication and consultative skills.
• Reliable, detail oriented and responsive to complex issues such as responding to governmental requests and notices.
• Team player with excellent customer service and interpersonal skills.
• Ability to exercise independent discretion, judgment and proactively drive results.
