Mandatory Skill/Expertise
1. A minimum of four (4) years experience as Programmer/Analyst working on a medium to large scaled IT projects comprised of sub-projects writing deliverables. Experience to include analysis and documentation of business systems or processes by describing relevant factors including work flow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations.
2. A minimum of two (2) years direct experience as Programmer/Analyst working on writing deliverables for implementing a multi-year Service Oriented Architecture (SOA) software development project. Experience should include the design, development, and testing.
3. Minimum of four (4) years experience gathering and organizing preliminary analysis of information about costs/benefits, advantages/disadvantages, and technical feasibility of designing and implementing transaction based systems.
Desirable Skill/Expertise
1. Experience as a Programmer/Analyst II working on a minimum of two (2) IT projects in New York State involving end-to-end integration of data between two or more state agencies. Candidates must indicate project value.
2. Direct experience working on a minimum of one (1) project involving the integration of data utilizing a Service Oriented Architecture (SOA).
3. Strong team skills and experience working on multi-disciplinary teams, translating business/program subject matter information into requirements for technical specification and translating technical information for business/program consumption to ensure consistency and common understanding across the stakeholder groups.
4. Experience with process flow and architecture diagram development using tools such as MS Visio for support of written deliverables and assistance in establishing common understanding across the project.
