Talent Programs Manager
Location: near Philadelphia, PA

The Talent Programs Manager is a key member of the Talent Acquisition team and is responsible for leading Corporate Staffing and Talent Acquisition programs across the enterprise.
Lead all Corporate Staffing activities across the company to include:
• Responsible for hiring all senior level leadership positions
• Create competitive intelligence tools and tracking methodology to identify top external talent for upcoming leadership openings
• Build external bench strength for future leadership positions
• Support current escalation process for sourcing candidates
• Continue to develop social networking strategies for generating talent pipelines for targeted positions and leadership roles
• Support company roles, responsibilities, timelines and accountability for all stakeholders in recruitment and hiring process
• Achieve effective partnerships and team approach to hiring talent by supporting continuous improvement programs for corporate Talent Acquisition
• Support a consistent and compliant job approval process; applicant tracking policy and new hire on-boarding activities
• Support diversity hiring goals
• Manage temporary and contingent staffing and vendors
• Participate in strategic workforce planning activities for the company that include partnerships with Parent Company, Operations and the HR team in business optimization, transformation and harmonization projects
• Lead all Talent Acquisition Programs and Technology Initiatives for the Consumer Solutions and Employer Solutions Group
• Partner with Parent Company, external vendors and internal teams to implement and manage talent acquisition programs for the company
• Manage background screening and drug testing vendors, compliance and programs
• Manage candidate assessment programs including a virtual job tryout system, physician profile XT assessment, virtual interview tools, etc.
• Manage national recruitment advertising and media plans with third party vendors for both national, local and social targeted recruitment activities
• Implement high end technology solutions for building talent pipelines, communications, contact management and company branding
• Manage University and Community Relations programs (including diversity and military)
• Manage Colleague Referral Program
• Lead a national candidate sourcing strategy and team for targeted areas of job growth within the company; including maintaining a continual/active flow of candidates and contacts by utilizing advanced internet searching skills, social networking, cold calling, networking, database mining, referrals, state licensure lists and other advanced recruitment techniques for current and future open positions in designated locations and areas of growth
• Manage staff availability data and research to identify and create strategies for areas of limited job seeker supply
• Ensure Corporate and Programs Talent Acquisition budget and expenses are managed and reported during the year to meet goals
• Create weekly, monthly, quarterly and yearly Talent Acquisition metric reports and scorecards to manage, track and publish time to present, time to interview, time to offer, time to hire and cost per hire
• Maintain Talent Acquisition content on company colleague portal
• Manage team of direct reports, including coaching, development and performance management

Qualifications:
• Bachelors Degree or equivalent required – Masters preferred
• Minimum 5 years leadership experience in a talent acquisition department
• Minimum 3 years experience in strategic workforce planning activities
• Minimum 10 years direct experience in recruiting talent with proven experience in behavioral interviewing; targeted sourcing; guerilla recruitment tactics using internet and non-internet techniques; social networking; event planning; community recruitment programs; closing offers; engaging and motivating leadership level job seekers, building talent pipelines, etc.
• Minimum 3 years experience in coaching, mentoring and leading team of direct reports and matrix managed employees
• Advanced in MS Word, Excel, Outlook, PowerPoint and other talent management and applicant tracking systems
• Professional communication skills and writing ability
• Strong attention to detail and time management skills
• Ability to work with external vendors and negotiate agreements
• Previous project or program management experience preferred
• Previous health care staffing and/or agency search experience preferred
• Ability to travel up to 25%
