Position Summary:
RSF Social Finance seeks to hire a full-time Program Manager, Philanthropic Services to manage the day-to-day operations of RSF's Philanthropic Services program. Primary duties include: managing the due diligence and approval processes for incoming gifts and outgoing grants, ensuring compliance with relevant IRS regulations, charitable law, and RSF grantmaking policies, providing excellent client service, developing and maintaining accurate program documents, managing and producing reports, and monitoring the departmental budget. This position supervises the work of the Program Associate, Philanthropic Services.

Essential Duties & Responsibilities:

Program Management & Supervision
• Maintain up-to-date policies and procedures, recommend updates, and conduct periodic reviews for accuracy and effectiveness as requested by Senior Program Manager
• Participate in program planning and coordinate the maintenance of program documents
• Assist Senior Program Manager with development of annual program budget; monitor budget vs. actual results throughout the year
• Manage program staff
• Manage the fiscal sponsorship program
• Manage the Seed Fund grant program
• Provide support and guidance to the Strategic Grantee and Shared Gifting programs as needed
• Manage contract process for consultants hired by RSF for support of client fund activity
• Facilitate effective communication and work flow across multiple departments and represent the department in cross-team meetings as requested by Senior Program Manager
• Undertake special projects as needed

Grants Management & Compliance
• Manage all aspects of grants processing, ensure compliance with relevant IRS regulations, charitable law, and RSF grantmaking policies
• Review all grant recommendation backup documents compiled by Program Associate. Verify receipt of required documentation and ensure compliance prior to approving grants.
• Review all outgoing grant letters and grant agreements to ensure they meet RSF and legal requirements, including the inclusion of special terms for grants involving fiscal sponsorship and expenditure responsibility
• Conduct due diligence process for all grants that require Expenditure Responsibility (ER)
• Manage relationship with third party international grantmaking due diligence consultant as needed
• Manage grant and fund reports due process and conduct quarterly ER grant audit to ensure compliance with reporting requirements
• Stay informed of any changes to governmental regulations related to grants administration; share findings with other Philanthropic Services team members

Incoming Gifts Management
• Review accuracy of gift records maintained by Program Associate, approve and post gifts to the accounting system, and review all outgoing gift acknowledgement letters
• Assist Senior Program Manager with coordinating due diligence and/or legal review required for complex gifts

Client Relationship Management
• Manage quarterly client statements process
• Provide excellent client service to Philanthropic Services clients with a focus on long-term relationship building
• Respond to inquiries from potential clients in a timely manner.
• Manage the client onboarding process

Database Management & Accounting
• Ensure consistent data entry and the development and maintenance of accurate reports
• Work closely with Systems and Operations on Philanthropic Services database structure; as needed, recommend changes and improvements to ensure the database remains updated and current to meet the needs of the department
• Collaborate with RSF's Accounting Team to reconcile grant activity recorded in the grants database with accounting and banking records; participate in resolving any discrepancies
• Produce reports and provide information as needed for tax returns and annual financial audits
• Ensure the accuracy of the grants list for RSF's website and other external sources

Communications
• Work with the RSF Marketing & Communications Team to highlight Philanthropic Services department activities; write stories for publication as needed.
• Ensure clear communication of RSF grantmaking policies to staff, clients, and grantees
• Conduct orientation on RSF's grantmaking policies, procedures, and product offerings to new RSF employees

Knowledge, Skills, and Abilities:
• Bachelor's degree or equivalent experience
• Minimum 5 years' experience in a grantmaking or grants management role, including experience working with donors and/or grantees
• Experience with foreign grantmaking and expenditure responsibility preferred
• Supervisory experience preferred
• Fluency in oral and written English required
• Excellent oral and written communication skills, including the ability to review and edit policies and grant agreements
• Strong interpersonal and listening skills required, with sensitivity and appreciation for diverse viewpoints and various communication styles
• Must have excellent analytical and math skills
• Investment management and financial knowledge a plus
• Solid understanding of program budgets
• Familiarity with PC, including Microsoft Office (Outlook, Excel, and Word)
• Strong Excel and database experience including the development and maintenance of accurate reports; experience with grants management software preferred
• Salesforce experience a plus
• Strong data entry and clerical skills with excellent attention to detail
• Excellent organizational and systems thinking skills
• Able to manage several tasks simultaneously
• Proficiency with charitable law preferred; understanding of the IRS regulations relevant to donor advised funds a plus
• Strong leadership skills
• Ability to tactfully make decisions related to donors and communicate those decisions effectively
• Must exercise good judgment, with minimal supervision, to manage time effectively, solve significant problems, determine and address RSF's needs, respond appropriately to changing circumstances and priorities
• The ability to take initiative and to independently make decisions, to think outside the box, and see the "big picture"
• Ability to work well under pressure, and meet deadlines and complete tasks in a timely manner
• Must have the ability to work independently or as part of a team
