Contra Costa Community College District, along with other Bay Area community colleges and grantees of state and federal grants (Consortia), are interested in partnering with a marketing firm/consultant (Consultant) that is committed to focusing – with success – on the following objectives:
Community colleges offer career technical education that lead to good paying, middle skilled jobs and careers;
Community colleges have and continue to create strong technical education career pathways;
Community colleges collaborate with business to prepare students for the workplace and contribute to the local economy; and
Community colleges are creating a system for users (students, counselors, teachers, non-profits, etc.) to navigate career exploration in technical education fields and improve alignment of training programs available to students.
This overview has been developed to solicit responses from qualified vendors to develop a marketing framework that clarifies the Consortia marketing objectives and identify effective strategies and channels of communications to be deployed within the available budget allocations. Once the marketing framework is approved, the Consortia will seek vendors to implement a communications plan. The Consultant will not be allowed to bid on the implementation phase of the project.
The Consortia are interested in a multi-media, multi-platform campaign that employs both digital and social media marketing as well as more traditional techniques and elements. The mix could include, but is not limited to or required to include: digital marketing and remarketing; geo-targeting; email; cinema advertising; radio, cable TV and print advertising; English language and Spanish language advertising; partnerships with regional transit providers and/or area sports franchises; streaming audio and video services; and electronic and traditional billboards. The creation of a website with appropriate branding and collateral materials are also being discussed.
The Consortia are successful applicants to state and federal grants to work with the business community and identify strategies and programs to help those interested in career technical fields to learn about emerging and growing career fields, and obtain the education needed to successfully qualify for these positions. Consortia include, but not limited to, the Design It, Build It, Ship It (DBS), California Career Pathways Trust (CCPT) awardees, and SB 1070 Career Pathways grant recipients. This marketing effort must also coincide and contribute to the deliverables of these grants.
Over the past few years, community colleges have been asked to increase the successful completion of higher education goals of its students. While many students attend community college to transfer to a four-year college, there are many students who want to obtain the career technical education needed to enter the workforce. The Consortia seeks to increase the awareness and utilization of career technical education that prepares students for good paying, middle skilled jobs.
Each member of the Consortia represent grants funded to serve a specific geographic area. The Consultant will lead and drive collaboration across multiple community colleges (28) which will require consensus building to leverage the marketing results.
This contract will be awarded through the process of competitive negotiation. The contract term will cover a three-month period. In addition to research, the successful Consultant will facilitate a meeting involving all parties to this effort, conduct personal interviews of select leaders, and provide a final executive summary of recommendations. In addition, the Consultant will provide input on the process and selection of the vendor chosen to implement the marketing campaign. Price for the Consultant is not required to be the determinative factor, although it will be a strong consideration in the winning proposal. The District has the flexibility to negotiate with firms to arrive at a mutually agreement.
Deadline for submissions to this proposal is Friday, July 31, 2015. The selected Consultant will:
��� conduct the proper research and due diligence to understand the marketing challenge within 30 days of the contract signing;
��� schedule and facilitate interviews with members of the Consortia, conduct and facilitate one or more focus group workshops in September 2015to help determine goals and objectives of a marketing campaign; and
��� provide a written executive summary outlining recommendations by October 30, 2015.
Based on this timeline, the Consortia will prepare a Request for Proposal (RFP) to be made available in November 2015 with the selection of a vendor to implement the marketing campaign by December 2015. Consultant will provide input to the RFP and participate in the selection of the implementation vendor.
