The advanced-to-expert Business Analyst will take the lead on a strategic analysis and planning project related to an enterprise electronic permitting system. The selected candidate must demonstrate expertise in strategic planning, tactical execution, project management, process management and business systems requirements analysis. Specific duties are outlined below in the task list.
Tasks
− Lead engagement with senior DEP management, as well as agency IT management, to support the analysis, planning and implementation of an integrated agency e-permitting solution
− Analyze existing agency permitting systems and processes
− Research relevant permitting solutions in other agencies and organizations
− Develop strategic and technical analysis and planning documents
− Leverage knowledge and expertise in both IT solutions and business process improvements to recommend approaches and solutions to agency management
Qualifications
The Consultant must meet or exceed the following qualification requirements:
Required Knowledge, Skills & Abilities (KSAs)
The proposed Consultant must have at least seven (7) years' experience in the following areas:
− Experience in eliciting, organizing and documenting business requirements, scopes of work, schedules, cost estimates, feasibility studies, resource requirements and risk plans for complex enterprise information system development projects
− Experience in complex systems process analysis, design and simulation.
− Ability to work effectively with both senior business and IT management, and system users, to identify and document requirements for the development of complex computer systems
− Experience in strategic technology analysis and planning
− Experience in process analysis to support the design of efficient information solutions
− Ability to receive and give constructive criticism, and maintain effective work relationships with others
− Experience in developing project management plans and associated documents for IT systems projects
− Experience in analyzing and scoping out plans and requirements for environmental data systems, preferably environmental permitting systems
− Excellent interpersonal, collaborative, oral and written communication skills.
