Sr. Export-Import Licensing and Compliance Project Manager

Reporting to the Director of Trade, this Sr. Project Manager may work from our Alameda or Sunnyvale office.

Wind River, a world leader in embedded software products, is seeking a Senior Export-Import Licensing & Compliance Project Manager with expertise in export licensing requirements and systems for commercial, dual-use, defense software products (including encryption source code) and defense services controlled for export by the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). This is a newly-created position which will report to the Director of Trade. The ideal candidate should have the following experience and qualifications:
· Experience in software exports from the U.S., particularly software and hardware items that contain encryption/cryptographic functionality.
· Preparation and submission of EAR export licenses using SNAP-R.
· Ability to analyze company software products and support services to determine the appropriate export control laws and regulatory requirements, establish licensing plans for opportunities, and obtain licenses as required.
· Process customer orders (export requests) in a fast-paced environment.
· Perform export classification reviews of company products, prepare and submit CJ or CCR/CCATS requests as required, and document all export classification determinations (self- and third-party classifications).
· Management of export and import authorizations including use of EAR exceptions, implementation of license provisos and conditions, and associated recordkeeping.
· Understanding of and analysis to determine when a non-US party is considered a "Government End User" when required by the EAR.
· Communicate to internal stake-holders and customers on export authorization requirements and license statuses.
· Training course development and deployment on export and import matters.
· Development and implementation of company policies, forms, and guidelines on global trade topics.
· Ability to effectively interact with personnel in various roles within and outside the company, including interacting with USG officials on trade licensing matters.
· Investigate and analyze potential matters of non-compliance with internal trade policies and export/import laws and regulations and identify and implement corrective actions as needed.
Requirements:
Bachelor's Degree or equivalent in experience; 10-12 years experience in EAR licensing and compliance as well as export/import classifications. Strong communication skills a must.
Due to the nature of the work, candidates must be a US Permanent Resident or US Citizen.
